I was recently playing a game as Georgia and I received a great person. Their ability was to annex a city state. I can't remember the name of the great person and I can't find ANYTHING about this online or on this sub. Anyone have any insight?? Stamford Raffles? Great Merchant that lets you absorb a city-state into your empire.
